Lightly coat a nonstick skillet with nonstick cooking spray.
Add okra, and sauté over medium heat 3 minutes.
Add onion and garlic, and sauté 5 minutes longer.
Add zucchini and tomatoes with their juice, and cook over low heat 5 minutes.
Add corn, black pepper, and cayenne.
Place the cod steaks on top of the vegetable mixture, and spoon some of the mixture over them. Cook gently 10 to 12 minutes or until the fish is flaky but not mushy.
