Instructions
Combine the water, butter, and salt in a saucepan. Bring to a full boil.
Add the flour all at once. Stir vigorously over the heat until the mixture forms a stiff ball and pulls away from the sides of the pan.
Cool the paste, then chill it. Keep it covered so that it does not form a skin on the surface.
