Combine egg; bread crumbs; raisins, if desired; onion; and 1/4 teaspoon pepper. Add meat and mix well. Shape meat mixture into four 1/2-inch-thick patties.
For glaze, in an 8 x 8 x 2-inch baking dish combine brown sugar and flour. Stir in orange juice or water.
Place patties in dish with glaze.
Bake in a 375° oven for 25 to 30 minutes or till juices run clear, spooning glaze over patties after 15 minutes.
Remove patties from dish. Stir glaze and spoon over meat.
