To make pasta dough, mix flours in a medium-size bowl. In center of bowl, make a well in flour. Pour water in middle, slowly adding water to flour. Dough should be soft not sticky.
When you can form a ball transfer to a lightly floured surface. Knead a few minutes. Wrap dough in waxed paper. Let rest 15 minutes.
Blend cottage cheese, parsley, Parmesan cheese, nutmeg, pepper and milk in a medium-size bowl.
Roll out dough to 1/8 inch thick. Drop filling by teaspoonfuls about 2 inches apart over half of dough. Fold over remaining dough, cut in squares and seal.
Boil in unsalted water until tender, about 5 minutes.
