In a medium bowl, beat egg substitute until foamy. Stir in grated potatoes, green onions, flour, salt, parsley, rosemary, sage, and pepper. Lightly spray a griddle with nonstick cooking spray and heat to medium. Prepare each pancake by spreading about 1/4 cup of mixture on griddle and cooking each side until golden brown. Drain on paper towels and serve hot with sour cream and chives or green onions.
