In a large bowl, mix together flours, sugar, baking powder, salt, baking soda, and cinnamon.
With a fork, cut in oil until the mixture resembles coarse crumbs.
Stir in buttermilk and raisins just until moistened.
With floured hands, pat dough onto a floured cutting board or countertop, forming a circle 9 inches in diameter and 1/2 inch thick.
Cut the dough circle into eight wedges and pull apart.
Fry wedges on a lightly oiled or nonstick-sprayed frying pan (you can also add a light coating of flour to further prevent sticking). Cook over low to medium heat for about 5 minutes or until the undersides are golden brown. Flip scones over and cook 4 to 5 minutes longer.
Serve warm with jam or peanut butter if desired.
